Yeah the link only states to send your info to b-lee to authenticate your existence however it doesn't say anything else on the other requirements like minimal post required and stuff. So can we safely assume that sending your info to b-lee be sufficient? or are there any requirements to the screening process that we newbies are unaware of?

If you've pm'd b-lee and he's sent one back to you with info to resend him, then do that and very soon you'll be able to download like everyone else. :) It may be that many users have recently joined and it's taking b-lee a bit more time. No worries though.

Screening Process=Blee goes over the information you have sent him and you either pass or fail.
That is the screening process. It takes a few days to a week or two. Highly dependent on how much time blee has. Patience and waiting is the key.

ye be patient, blee has a life too and if its been a very long time it could be that perhaps u have failed. anyway noobs should stop complaining cos this site is a lot better than other forums out there which require either a ridiculous amount of posts before u can download stuff or require u to donate. so be thankfull that all u need is just a screening process.

for now, we're unsure on how long it takes since there are hundreds of applications per day. so for now, just gota wait.

There isn't a 30 post requirement to access the download section. There is only the screening.
However, users who upload individual files, may apply a post restriction to that particular file.

If you post in the lounge and other section (non download related), your posts will count. If you are trying to access the dl section, you would need to pass the screening test and its not the amount of posts that would allow you. :)

Sometimes the user that does an upload puts a post requirement on them.
Just jump in and get involved in a discussion. We don't bite, and, if someone rips on you for jumping in, you tell me and i'll deal with em.

Im guessing it doesnt count bc a lot of ppl only come in to dl things. Even if they do post, they only ask for dls and such which cant be considered as participating actively in the forum, hence post counts only increase in posting in other sections.
